The European Commission has released the final version of the PPWR 2026 proposal, introducing stricter rules on packaging reduction, recyclability, and reuse targets across the EU market.
The European Commission has officially presented the final proposal for the revised Packaging and Packaging Waste Regulation (PPWR), set to enter into force in 2026. The updated framework introduces a series of measures designed to reduce packaging waste, strengthen recyclability standards, and accelerate the transition to circular packaging systems. The proposal includes mandatory recyclability requirements, minimum recycled content thresholds for several plastic packaging categories, and sector-specific reuse targets. New labeling rules will also ensure clearer information for consumers and improved waste sorting across Member States. The initiative aims to reduce the growing volume of packaging waste in the EU and support harmonised, EU-wide rules that simplify compliance for manufacturers, retailers, and recyclers. The regulation forms a key component of the EU Circular Economy Action Plan.
