Germany Fails to Meet EU Targets for Plastic Packaging Recycling

Despite having an advanced collection and sorting system, Germany is struggling to meet the European Union’s targets for plastic packaging recycling, highlighting structural limitations of the current European model.
Recent analyses show that Germany’s performance in plastic packaging recycling remains below the targets set by the European Union, despite high collection rates. The issue is not a lack of infrastructure, but rather the efficiency of actual recycling processes and the quality of the resulting recycled materials.
The main challenges identified include:
- limited recycling capacity for complex and multi-layer packaging,
- quality losses during sorting and recycling processes,
- insufficient demand for recycled plastics in certain industrial applications.

Germany’s case clearly demonstrates that high collection rates do not automatically lead to high recycling rates. This situation serves as a warning signal for other European countries, showing that infrastructure expansion must be accompanied by concrete measures to stimulate demand for recycled materials, clear design-for-recycling rules, and coherent market-level policies.
For the European plastics industry, the gap between political ambition and industrial reality is becoming increasingly visible.
